CARACAS, Venezuela (AP) — The government of Venezuela accused neighboring Guayana Sunday of granting illegal oil exploration concessions in territory the two nations are disputing. The comments Sunday came after Guyana said Saturday that it has satellite imagery showing Venezuelan military movements near the South American country’s eastern border with Guyana. Venezuela has been laying claim to the mineral-rich Essequibo region, which covers about two thirds of Guyana’s surface area. But for more than 60 years Venezuela has accused the commission of cheating it out of the Essequibo region. Several top American administration and military officials have visited Guyana in recent weeks as a show of support.

I recently took a solo cruise on the Norwegian Sky from Miami to the Dominican Republic. I worried I might feel trapped on the ship during the three-day sailing, but found the opposite. By now, they were supposed to be well into the first leg of the three-year Life at Sea cruise, sailing from Ushuaia, Argentina, to Punta Arenas in Chilean Patagonia. On Tuesday, 78 would-be Life at Sea passengers sent a letter to Markenzy Lapointe, the U.S. attorney for the Southern District of Florida, asking him to investigate whether Miray, a Turkish cruise company, defrauded them out of millions of dollars. They claim that the company collected an estimated $16 million and used it toward a deposit to acquire a new ship that it did not end up purchasing. Dozens of passengers quit their jobs, sold their homes and withdrew their life savings to pay for what promised to be the adventure of a lifetime: a cruise with 382 ports of call over 1,095 days. But in late November, just days before the cruise was scheduled to depart, the voyage was canceled because Miray had failed to acquire a suitable ship.

Kenya's President William Ruto called the treaty “the first domino” in a shift away from plastic pollution. The U.N. Intergovernmental Negotiating Committee on Plastic Pollution is charged with developing the first international, legally binding treaty on plastic pollution on land and at sea. Kenya is a global leader in fighting plastic pollution, and in 2017, the country banned the manufacture, sale and use of single-use plastic bags. Nonetheless, he said, it is evident that negotiations have moved beyond plastic waste and into addressing plastic production and toxic chemicals used to make plastic. “The focus is on ending plastic pollution, not plastic production," he said.

CNN —Hurricane Otis is expected to make landfall Wednesday morning as a Category 5 storm near Acapulco in Mexico, threatening to lash the coastal region with destructive winds, heavy rainfall and potentially “catastrophic storm surge,” forecasters say. Landfall is expected by early Wednesday near or just west of the city, a beach resort town on Mexico’s Pacific coast, the hurricane center said. The heavy rainfall could lead to flash and urban flooding as well as mudslides in higher terrain areas, the hurricane center warned. If Otis makes landfall as a Category 5 hurricane, it would be the first Category 5 landfall for the East Pacific, according to the NOAA Hurricane Database. The previous strongest landfall was Hurricane Patricia in 2015, which made landfall as a Category 4 Hurricane with winds of 150 mph.

CNN —After enduring nearly a month of heartache and anxiety, a dog owner can finally rest after her missing dog was found safely at Atlanta’s Hartsfield-Jackson Airport on Saturday, according to airport officials. Delta Air Lines passenger Paula Rodriguez’s 6-year-old dog, Maia, was lost in August at the airport, which is considered the busiest in the world. They canceled her visa and told her she would need to return home on the next flight, Rodriguez previously told CNN.
